The town is named after President James Monroe. The history of Monroe, however, is more closely associated with cheese. The first cheese factory was opened in Monroe in 1873. Around 1918, velveeta and liederkranz cheese were invented at the Monroe Cheese Company. That is why the popular Monroe Cheese Festival is still held annually in the village.
